Radio 1 did not go on the air until end of September 1967.
Arnold Lane came out quite a while before then I guess it was the Light program that banned it. However I'm sure Radio Caroline would have played it.

I thought it was conversely, the pirate radios banned it to try and appear clean and respectable, the beeb probably didn't pick up on the song's meaning and put it out.
