The excuse is it being the law.

Maybe they should just paint it so it looks weathered and old...

I mean, they can bring it down just because they think it's ugly? Do they own the landpiece to have any rights to do anything with buildings on it? In Estonia, you need to be the landowner, for example, some 3 years ago Tallinn City filed a lawsuit against a landowner who refused to sell them his land (a parking lot, which was in the way of a new highway) or exchange it for another (which was, frankly, way less profitable for a parking lot). The city won.

in Canada at least, what most people think of as "private property" is a legal concept known as "fee simple ownership"
this means what the landowner actually owns is a bundle of rights and responsibilties for a mathematically defined piece of land
the deed, available for all the public in the local Registry Office, defines the extent of the land by surveyed metes and bounds in relationship to a recognised tiedown point
the rights and responsibilities attached to that land are subject to such laws as zoning bylaws, for eg the relevant heritage designation linked to above, or federal laws like not being allowed to keep bodies buried in your basement and other such totalitatian infringements
this all derives from English common law so I'm sure these same legal concepts apply to Gilmours property as well

They can't. There are laws for that. In a conservation area, anywhere in the world, there's usually a strict set of rules which defines what kind of objects could be erected, how they should look, in what material they should be built, even what colors could be used.

I once worked on a project for a residential building in Novi Sad, Serbia (notable for the EXIT festival), and I was surprised that the city has a strict code on facade colors, complete with a list of colors allowed for use in RAL code, even in non-historic parts. Conservation areas have even more strict codes, and I firmly believe that a bright yellow plywood bikeshed doesn't fulfill any of them.

Well this "conservation area" terminology (as far as I know) has no actual definition in terms of legislation. It sounds more like people want to freeze time in Brighton and now allow the locals to interact with their surrounding area.

This is all DEEPLY against the principles of sustainable development as it has no environmental basis (unless you go down the route of costing aesthetic values), is hurting socially and is probably being done for some sort of economic purposes probably in the vacuous belief it is driving away tourism....

Just guessing here.

I had a bike
I could ride it if I liked
Had a basket, a bell
And rings and things to make it look good
I'd try to store it if I could
But they ended it

It's a good thing I've seen this now. It would be inappropriate to laugh this hard at work tomorrow. :smt043
