It's definitely not Syd. Sounds more like Wright straining his voice, or even Gilmour using a similar tone to the one he uses in "Let There Be More Light" or "Cymbaline" IMO.

I'm going to say that is Norman Smith. Nobody in the band (I think) had that voice.
