I have to get in on this one:
It's easy to tell when Gilmour is playing bass...except for OOTD in which case he's playing the same thing as Roger, Gilmour's bass playing is melodic and complex where Roger's is rythmic and simple.
Goodbye, Cruel World is a classic example of Roger's bass playing..."Bummm...Bing...Bummm...Bing...Bummm...Bing, etc." and Hey You is a classic example of Gilmour's bass playing..."Bummmm...bumbingbingbummbummm...Bumm...badadaddledaddledeeeee"...do you see what I'm saying? Even the phonetics are more complex on Gilmour's example.
As for why Roger would allow Gilmour to play the bass and what would be done about it live, simple:
Gilmour could do something that Roger liked that Roger couldn't think of himself...HOWEVER, he could learn it to play for the live shows...or get Snowy White to do it.
By The Way...I can't hear Roger's voice on Welcome To The Machine...I just hear Gilmour overdubbing himself. I hear Gilmour on the low and the high parts...maybe it's just me.

DG: [Roger] had developed his own limited, or very simple style. He was never very keen on improving himself as a bass player and half the time I would play bass on the records because I would tend to do it quicker. Right back to those early records; I mean, at least half the bass on all recorded output is me anyway.

Hey RPITY, I once read an interview and David Gilmour stated "I played drums AND keyboards on most of the recorded material" Can you make a list just to prove that he didn't ??
That would really teach all those Gilmour whores that Dave isn't superman and that HE DIDN'T play drums or keyboard on most Floyd songs.
Also, that ego maniac thinks for some reason that he's the lead guitarist as well, but I've just finished compiling some REAL info to prove otherwise

I have a hard time believing that Roger played all of bass on Have a Cigar. It's a bass part unlike any of their other songs. I say part and not line because I'm sure you can hear the melody of the bassline in your head without listening to it, but if you actually listen to the song, you might, as I often am, be amazed. The bass actually plays very little of the implied bassline, but rather flurishes around it in a very funky, counterpoint, almost herky jerky way. It doesnt really sound like something David would do either though... So my theory, and that's all it is... is that there was a session bassist on this one. Roger was a brilliant genius, but he was NOT a great bass player. His genius was in his ability to write incredibly deep and multifaceted lyrics, and orchestrating the structure of a song, its timing and arrangements. Nobody has ever asked him in an interview what the story is with what he did or did not record in the studio on the albums... I'd like the know what he would say.
