'Inside' can mean prison (in the UK anyway). I always took it be the authority figure threatening the protestor with being locked up.

The "dark satanic mills" were William Blake's description of the early industrial revolution in England, specifically a steam-powered flour mill that burned down 200 years before Amused to Death was released.
