For all the nostalgia and bittersweet feelings of lost time and golden memories, it is a tie between Time and High Hopes. The soaring, majestic pedal steel solo against the backdrop of Kamen's (RIP) orchestral score and the call and response between the strings and DG's pedal steel cuts through me as it did when I first heard it in April 1994. It was my soundtrack when I was taking the train all around England in May '94. A special time for me. IMO, DG took it one step further with his nylon string playing at the outro of during his solo tour. The performance on A Night To Remember is great.
There are a number of other songs that make me well-up on the odd occasion but those two are tops.

I'm surprised I forgot to mention Echoes. Great lyrics. Everyone must listen to this song at least once in their lifetime.

Pigs On The Wing Part 2 for me. The lines ...now that I've found somewhere save to bury my bone. And any fool knows a dog needs a home, a shelter from pigs on the wing. always hit close to home.

Other runners-up are:

Jugband Blues
Shine On You Crazy Diamond
Nobody Home
Hey You
Goodbye Blue Sky
The Thin Ice
Southampton Dock

Two things I noticed is that I tend to associate "emotional" more with sad/nostalgic lyrics than to any other emotion (joy for example) and that musically I favored so called "acoustic ballads" over other styles. "Celestial Voices" could very well be the most emotional piece of music the Floyd ever created IMO, but somehow I didn't think of it while making this list :smt102

Shine on... Particularly a live version I heard recently (Boston 1977) that had a huge intro. Unbelievably spine tingling stuff.

Shine On is emotional....but you know, if you read into the lyrics in another way, it can also be very cynical and sarcastic?

Ignoring the context of the songs I would say perhaps Dogs, besides the lyrics the general atmosphere is so effectively mournful.
