What does ot mean? What's shell the belle?

Melrose is a place in Massachusetts. Probably at that time was involved in fashion. Couldn't find anything recent.

Melrose Place is an American prime time television soap opera about group of teenagers and belle would be the most attractive and beautiful girl or woman, from a particular event - "The celebrity of the abused shell the belle."
"And the children of Melrose Strut their stuff. Is absolute zero cold enough."
All this is an irony as children of Melrose place are described in soap opera as very happy kids with no real problems so there you have
