Excuse my ignorance, but I am a bit confused. Why would just one page from the Fart Enjoy booklet be subject to copyright issues and not the entire publication?

Anyway... Pink Floyd's manager told me earlier that the page is missing from the album booklet because of copyright issues. EMI are not willing to face unlimited litigation against them for including it! So its not about censorship at all!
