I can't get to Croatia this year and can't use the tickets that I'm supposed to pickup via will-call. I contacted RogerWaters.com and they said they might be able to transfer the name but definitely no refund. They are waiting on me getting them a name before they tell me if they'll let me do it.

crofloyd is right, it really is a bargain; concert promoter is giving a 50% discount on all tickets for concerts in Croatia (Waters, Santana, Iron Maiden, Leonard Cohen, Joe Cocker...) due to the fact that Croatia became a member of EU.
