Maybe his mother used to carry him by his...*ahem*...whatnot when he was a baby and stretched it out so much that he has to fold it neatly in his underwear before he zips up his trousers..?

And maybe he was in a hurry and crumpled it instead of folding it those times he's been caught with a bulge..?
