Yes to releasing, no to editing. The outtakes are more interesting as they show the building of a song/album. Edit it, and you'll ruin the story of a build-up. Edited, polished > finished, complete things should end up on regular albums, but I do not mean the outtakes shouldn't be released on some other kind of albums. It's just that when an outtake is edited just for the sake or a commercial (?) release, it's not that interesting anymore, it's not really an outtake, it's a remix.
