Once again, I think the term "better" should be defined...

Better concept?
Better songs?
Better lyrics?
Better musicianship?

in this case "better" means... your overall liking of the album ,better everything. And if one album has better lyrics, but the other has better musicianship then its up to you what to decide, It's just which one you like the best. If you'll understand.

It's stupid that I'm answering in this thread too (I answered to the part one) and my opinion is not making the world say boom or revolutionary but Dark Side Of The Moon is greatest conceptalbum in my opinion. And you can check this also from Classic Rock- magazine (I don't remember which)

Aqualung is Jethro Tull's most famous album. I have no idea why Mike Waters included it, but not The Final Cut and Amused to Death.

tough choice, but ive been listening to Tommy more lately than dark side of the moon, so that got my vote, plus keith moon is the greatest drummer ever

Ian Anderson (the Roger Waters of Jethro Tull) has said that Aqualung isn't even a concept album.
