I recently got into the Who's music, since I like concept albums I was drawn to them. In spite of this I would have to say the non-concept album Who's Next is my favorite. I haven't heard Quadrophenia yet tho, hope to do so soon.

Actually, Who's Next was born out of an abandoned concept called Lifehouse.
Townshend had an idea about locking an audience in with the band for a month at the Old Vic Theater and filming everyone interacting as Townshend took audience members and by feeding information about them into a seriously early computer/synthesizer hybrid coming up with musical pieces based upon this information. The band would then structure songs based upon these pieces.
From what I remember of what I read of it, the concept sort of anticipated The Matrix in it's notion that in the future, people get their entertainment by physically interfacing with computers that pump the entertainment (and whatever brainwashing materials that fictional government wanted to use) directly into the person's mind. The hero of the piece sets up a live concert (featuring The Who) in an attempt to get people to unplug and come see a more "natural" form of entertainment.
Who's Next is a brilliant album on it's own, though.
I began to like The Who finally last spring. Who's Next is a masterpiece and Tommy is good (I have get a bit bored to that album, especially to Underture). Who's Next albumwork is very nice as I have mentioned many times. Sell Out is good too, kind of concept album.
QUADROPHENIA is getting the most plays in my CD player at the moment, with LIVE AT LEEDS a close second. But everything they did from THE WHO SELL OUT to WHO ARE YOU? is essential listening material. WHO ARE YOU is a very underrated album IMHO, it doesn't seem to have a good reputation though.
