Perhaps the downloads sections should require registration and users to be logged in. That way, people and search engines can view most of the topics and people are encouraged to register to get the downloads!
I'm completely with you on this post.

Perhaps the best solution is to allow all guests to read the first fifteen posts (i.e., first page) of every thread, but require registration for them to read the other pages? Or perhaps allow them to view a select number of threads before requiring login/registration or the clearing of their Internet browser's cookies?

It is closed to guests, possibly just temporarily whilst the search engines are inxeding the photo gallery properly. That is taking a lot of server resources. Ihave recently submitted a "sitemap" to google covering all the permanent pages in the photo gallery as the photos in it are not being indexed properly. Hopefully in a couple of weeks, the forum will be open to lurkers again.

But they should just register though!! :D
