Closing a topic because of trolling

Why is this topic closed?
Especially if the topic starter might be very close to Pink Floyd?
If someone is destroying a topic by flaming, shouldn't just his/her account be closed - at least temporarily?

The person is banned for 7 days for their behavior.

I deleted titus_canby as I think it was ZiggyZipgun who is banned for flaming and slander! haha
