What if Waters/Wright hadnt left the band?

I feel given the Pink Floyd touches (Gilmour especially) TPACOHH could have truly been something special. It lacked some of the atmosphere of the prime things, i don't know why, partly 'cause Dave and rick didn't contribute i guess, i thought TDB actually had a good atmosphere about it (just flawed songs ruined it i guess) and if the team from it had done PACOHH it would have been brilliant.
