I think the head (two in one body) of the cover is just the Publius´ head.
What human race is this head?
Red, white, black, latin, yellow, arab, australian aboriginal?

As far as I can remember (it was a long time ago!!
) I saw two heads, it seemed to fit in with the whole divisional bit of the title for me.
